The Project: The Especialista en Gestión de Programas will lead the day-to-day management and integration of programme controls across the ADP airport portfolio. Based in Lima, the role will coordinate cost, risk, change, reporting, information and operational interfaces to provide reliable forecasts, early warning and decision-ready information.

The role will establish practical governance and consistent management processes across the programme, working closely with the Mace teams based in Lima and onsite aligning with Client teams and needs. The successful candidate will ensure that information is integrated, challenged and presented consistently at programme level, helping the Client to grow and strengthen their PMO.

You'll Be Responsible For

- Establish and maintain programme governance, reporting requirements, information flows, escalation routes and key forums.
- Coordinate interfaces and dependencies across airport projects, shared resources and programme workstreams.
- Maintain clear roles, responsibilities, authority levels and decision routes.
- Support mobilisation and continuous improvement of the Lima based team.
- Integrate cost, schedule, risk, change, actions and performance information into a consolidated programme view.
- Work with project teams and specialists to validate forecasts, assumptions, trends and emerging issues.
- Develop early-warning analysis and recommend corrective or escalation actions.
- Ensure approved changes are reflected consistently across programme baselines, forecasts and reports.
- Maintain programme-level risk, issue,



action and decision registers with clear ownership and target dates.
- Facilitate programme risk, readiness and change reviews and coordinate specialist input as required.
- Assess cross-project impacts and escalate matters that exceed project tolerances or affect programme outcomes.
- Promote disciplined change control and prevent unauthorised scope or baseline movement.
- Produce concise programme dashboards, forecasts and narratives for ADP governance and decision-making.
- Coordinate project reporting submissions and challenge data quality, consistency and completeness.
- Track stakeholder, permit and approval dependencies that affect multiple projects or programme priorities.
- Facilitate programme reviews and ensure decisions and actions are recorded, communicated and followed through.

You’ll Need To Have

- Minimum 10 years' relevant experience in programme management, PMO, project controls or major infrastructure delivery.
- Minimum 5 years' relevant aviation experience, including work within a live operational airport environment.
- Demonstrable experience establishing and operating programme governance, integrated controls and reporting arrangements.
- Experience integrating cost, schedule, risk, change and performance data across multiple projects.
- Strong practical capability in forecasting,



management reporting, risk and change control, and action tracking.
- Degree in engineering, construction management, project management or a relevant discipline, or equivalent professional experience.
- Recognised programme, project-management or project-controls qualification, or equivalent demonstrable competence.
- Professional Spanish, with sufficient English to work effectively within a multilingual team and review programme documentation.
- Strong analytical, facilitation, communication and stakeholder-management skills.
- Experience supporting airport portfolios, rehabilitation programmes or operational infrastructure.
- Experience in Peru, Latin America, concessions or regulated transport environments.
- MSP, PgMP, PMP, ChPP, MoR or an equivalent recognised qualification.
- Experience using Power BI, Primavera, Aconex, SharePoint or comparable programme-management systems.
- Experience establishing PMOs, programme control centres or integrated management offices
