Job Responsibilities:

1. Review Data Portal's existing .NET API, published specifications, data catalogue, relational model and stored procedures, and refine the functional and non-functional requirements for a public, read-only MCP service.
2. Design and implement a standards-compliant MCP server within the Division’s existing ASP.NET Core API, using streaming transport and a single vendor-neutral endpoint accessible to compliant AI clients.
3. Design and implement eight documented query tools, together with appropriate tool descriptions, annotations, structured inputs and outputs, error handling, response-size controls and a tool catalogue defining the contract for each tool.
4. Implement a semantic layer ensuring that every returned figure includes its unit, source and citation, and clearly identifies whether it is an observed measurement or a model projection.
5. Develop an evaluation suite that tests both the MCP implementation and AI-generated answers against known-correct facts, including safeguards against unsupported gap-filling, assumed regularities, reliance on prior knowledge and misreporting of units, sources or observation status.
6. Create a machine-readable discovery and metadata layer, including corrections to the published OpenAPI specification, dataset descriptions using appropriate metadata standards, and a dataset catalogue endpoint.
7. Prepare public technical documentation; publish the service to the official MCP Registry; submit it to relevant vendor connector directories; and verify interoperability with more than one MCP client.
8. Configure and support source control, Azure DevOps pipelines, testing, deployment to Linux behind a reverse proxy, logging, monitoring, caching, rate limiting and operational troubleshooting, in coordination with Division staff.
9. If the optional visualization phase is authorized, implement charts rendered within supported assistant conversations, using an approved front-end approach and providing a static-image fallback for clients that do not support interactive output.
10. Deliver source code, configuration, technical documentation and an operational runbook; conduct two knowledge-transfer sessions with Division staff; report progress, risks and dependencies; and undertake other closely related tasks as assigned by the Project Lead.

Education

- An advanced university degree in computer science, information systems, engineering, or a related field is required. A first-level university degree combined with additional relevant professional experience may be accepted in lieu of the advanced degree.

Professional Experience and Technical Competencies

- A minimum of ten years of progressively responsible experience in backend software development, software engineering or solution architecture is required, including substantial experience with C# and .NET is required.
- C# and .NET: Advanced experience with C#, .NET 8 or later, ASP.NET Core and the design and maintenance of production-grade APIs is required.
- Deployment and Operations: Experience with Git, Azure DevOps pipelines, automated testing, deployment to Linux behind a reverse proxy, logging, monitoring, caching, rate limiting, troubleshooting and operational documentation is required.
- Azure Cloud Qualifications: A relevant cloud certification or demonstrated equivalent professional experience designing, deploying and operating production applications and APIs on Microsoft Azure is required. Relevant experience must cover appropriate compute and hosting services, networking, Microsoft Entra ID, managed identities, Key Vault, application configuration, logging, monitoring, scaling, security controls, backup and recovery, and cost-conscious cloud operations.
- Data and APIs: Strong experience with T-SQL, SQL Server, REST API design, OpenAPI 3.x, structured error handling, response-size management and public APIs serving open data is required. The assignment does not include ownership or modification of the existing database schema is required.
- Model Context Protocol: Demonstrated experience implementing MCP servers, including tools, resources, prompts, streaming transport, tool annotations and interoperability testing with multiple MCP clients, is desirable.
- AI Evaluation and Tool Design:

Experience building evaluation suites that grade natural-language answers against known-correct facts, and designing tool contracts that constrain unsupported inference, prior-knowledge substitution, response ambiguity and misreporting, is desirable.
- Metadata and Visualization: Experience with Schema.org Dataset, JSON-LD, DCAT or SDMX is desirable. For the optional visualization phase, experience with TypeScript, Angular 17 or later and Highcharts is desirable.
- Relevant Subject-Matter Context: Experience with official statistics, scientific data dissemination, or other data for which the distinction between measured and modelled values has professional significance is desirable.

Languages and Communication

- Fluency in written and spoken English is required, along with strong communication, coordination, and technical documentation skills.
