JOB SUMMARY

As a member of Orbis Peru, the Project Manager will serve as a functional liaison between Orbis International’s headquarters, and Orbis’s partners. As such, the Project Manager will be a part of the Orbis’s Peru Team and will coordinate with in-country partners, including the Regional Institute of Ophthalmology (IRO), the National Institute of Ophthalmology (INO), the Regional Health Departments (GERESAs/DIRESAs), the National Coordinator for Eye Health Care at the Ministry of Health, among others, to support project initiation, planning, execution and evaluation.

Lima, Peru.

REPORTING & WORKING RELATIONSHIPS The Project Manager reports to the Program Director, Peru, based in Lima, and also plays a pivotal role in program deliverables. He/She will work in close collaboration with local and international colleagues to ensure seamless implementation and maintain strong communication with other Orbis areas at Headquarters and Country Offices, engaging with Orbis colleagues worldwide and fostering a global network of support and collaboration. This role not only demands a high level of project management skills but also offers the opportunity to contribute to impactful projects on an international scale.

ESSENTIAL JOB FUNCTIONS / KEY AREAS OF RESPONSIBILITY

PROJECT MANAGEMENT DELIVERABLES:

Project Management:

- Responsible for the proper and timely implementation of projects—including quality, deliverables, methodology, results, products, etc.—in line with Orbis' global and national strategies.
- Manage and update project management work plans, including schedule, procurement, and M&E; plans.
- Creating long- and short-term plans, including setting targets for milestones and adhering to deadlines.
- Support other narrative documents related to project planning.
- Support the establishment of a project management committee for sharing experiences with other Orbis Project Managers based in the country.
- Complete preparation of quarterly project reports for submission to the project’s donors and in alignment with internal reporting requirements.
- Coordinate meetings between finance and development to ensure compliance with project implementation structures.
- All other job duties as assigned.

Stakeholder Management:

- Identify stakeholders’ relationships, and create a stakeholder register to reactivate or maintain conversations with project stakeholders and Orbis’s partners.
- Mapping and recruiting primary and secondary level health facilities located in different Peruvian regions where our projects are established, in collaboration with IRO, INO, or other major ophthalmology partners.
- Engage with other ocular health stakeholders at the national or international level.

Clinical Services and Awareness-raising:

- Planning of Orbis-led deployment of international and regional experts, through coordination with Volunteer Faculty, to deliver multidisciplinary training.




- Support the design of a training plan for the staff at primary, secondary and tertiary level health centers, encompassing counselling and the need for timely referrals.
- Support the development process of a Shared Patient Information System, or another local system, for data collection, analytics, and reporting, across all three levels of care for supporting referrals and sharing of information with health authorities and associations.
- Support the planning of Orbis-led training courses on topics related to our projects.

Project Operations and procurement:

- Organize the activities that are part of the projects, ensuring good performance and quality, aligned to Orbis policies, following partners’ needs and expectations.
- Coordinate the necessary preparations with the Supply Chain Department and international customs process for major equipment donations for screening and treatment in the partner hospitals.
- Elaborate a procurement plan and collaborate, if needed, to obtain initial quotes from local suppliers for donations for partners hospitals.
- If needed, support in processing invoices and wire transfer payments, supply chain management, and preparation of official documents.

Logistic and Administrative tasks:

- Schedule meetings with representatives of the health facilities, regional and ocular coordinators in the regions where the projects are present.
- Schedule and prepare other online and in-person meetings and distribute meeting minutes when needed.

REPRESENTATION DELIVERABLES:

- Act as liaison between Orbis International and the partner institutions in Peru and communicate with and visit project partners and other health services and authorities as required to gather information and update the partner on the project’s plans, activities, and strategies.
- Represent Orbis in key stakeholder meetings of the projects and other relevant events and organize/facilitates stakeholder meetings on Orbis’s behalf, as needed and disseminate project plans and progress.

QUALIFICATIONS & EXPERIENCE The ideal candidate will possess the following qualifications:

- Master’s Degree level or equivalent experience in Public/Ocular Health, Project Management, MBA, International Cooperation for Development, or related fields, desired.
- Bachelor's Degree level in Public Management, Business Administration, or related fields, required.
- Proven 3 years of working experience in similar positions as a Project Manager or Project Coordinator in non-profit organizations.
- Proven 7 years of general working experience.





SKILLS & ABILITIES The ideal candidate will possess the following skills and abilities:

- Bilingual in Spanish and English, or Spanish Native speaker with Professional English proficiency.
- Must be willing to travel 30% of time to the regions where the projects are located.
- The ability to interact effectively in person and in writing with people of diverse cultural backgrounds.
- Excellent organizational & planning skills.
- Ability to effectively multi-task and manage a broad spectrum of detail-oriented responsibilities with an appropriate sense of urgency/importance.
- Commitment to supporting colleagues and partners with a customer-centered mindset.
- Quick learning ability to adapt to new challenges and environments, also to work under pressure and prioritize tasks effectively.
- Detail-oriented with solid drafting and editing skills, including the ability to proofread professional documents.
- Strong digital skills. Experience with digital file management and online research.
- Ability to work independently and in a team-driven and collaborative environment, with a strong emphasis on accountability.
- High degree of computer literacy (Windows 11 OS, Word, Outlook, PowerPoint, Excel, and the Internet).
