Organization context

The Ministry of Production (PRODUCE), through the Directorate General of Industrial Environmental Affairs (DGAAMI), is responsible for implementing the Montreal Protocol in Peru. This role supports DGAAMI in strengthening the management, monitoring, and coordination of actions related to the Protocol's implementation, focusing on the refrigeration and air conditioning sector.

Job purpose

This role serves to provide technical-legal assistance to the DGAAMI of the Ministry of Production for the comprehensive implementation of the Montreal Protocol in Peru. The purpose is to strengthen the management, monitoring, and coordination of actions, analyze progress, risks, and gaps, review the applicable regulatory framework, and formulate proposals to meet national and international commitments. The role specifically focuses on the refrigeration and air conditioning (RAC) sector, contributing to the elimination of ozone-depleting substances and promoting the use of alternative technologies.

Responsibilities

Key responsibilities include conducting an initial diagnosis of Montreal Protocol implementation, analyzing planning instruments and progress, and identifying areas for improvement. The role involves providing specialized technical-legal advice on environmental matters related to ozone layer protection, controlled substances, refrigerants, and RAC sector environmental management, including reviewing regulations. It also requires proposing mechanisms for strengthening results monitoring, identifying and mapping strategic stakeholders in the RAC value chain, and developing strategies for articulation and partnerships. Additionally,



the role supports the preparation and review of project documents and reports, excluding personnel and administrative matters.

Education

Advanced university studies (Master's or equivalent) in Natural Resource Management, Sustainable Development, Climate Change, or related fields are required. Alternatively, a university degree in Environmental Engineering, Environmental Sciences, Law, or Communications is acceptable. For candidates with a Bachelor's degree, a minimum of two years of relevant professional experience is necessary. Additional desirable qualifications include experience in environmental project management, inter-institutional work, and knowledge of international environmental agreements.

Work experience

Candidates with a Master's degree (or equivalent) in a relevant field do not require professional work experience. Those with a Bachelor's degree must have at least two years of relevant professional experience in environmental project management, technical assistance, or advisory roles in sustainable development, climate change, or environmental management. Desirable experience includes two years in managerial or coordination roles for environmental projects and experience with inter-institutional collaboration.
