Role Description The Owner role at Osinergmin in Trujillo is a full-time, on-site leadership position responsible for overseeing local operations, resource allocation, and strategic initiatives aligned with the institution’s regulatory and supervisory mandate. This role includes directing day-to-day activities, ensuring compliance with regulatory frameworks, and maintaining high standards of service quality and safety. The Owner collaborates with technical, legal, and customer service teams to address regulatory issues, manage stakeholder relationships, and support public hearings and community outreach efforts.

Responsibilities also involve monitoring performance indicators, guiding continuous improvement projects, and representing the institution in engagements with local authorities, businesses, and the public.

Qualifications

Expertise in regulatory affairs, energy sector oversight, or public service administration, with the ability to interpret and apply relevant laws and regulations.

Strong leadership and people management skills,



including experience directing multidisciplinary teams and managing organizational change.

Proficiency in strategic planning, operational management, and decision-making, with a focus on service quality, safety, and efficiency.

Excellent communication and stakeholder engagement skills, including the ability to conduct public meetings, handle user claims, and interact with community organizations.

Advanced analytical and problem-solving abilities, particularly in evaluating complex technical, legal, and customer service issues.

Relevant university degree in engineering, law, economics, public administration, or a related field; postgraduate studies in regulation, energy, or management are an asset.

Demonstrated integrity, impartiality, and commitment to public interest, with a strong orientation toward transparency and accountability.

Fluency in Spanish and working proficiency in English, along with familiarity with national energy and hydrocarbons frameworks in Peru.
