The EU-India Clean Energy and Climate Partnership (CECP) guides the energy and climate policy dialogue between the EU and India and helps to support joint projects and research.
Established at the EU-India Summit in **** it promotes access to and dissemination of clean energy and climate-friendly technologies, and encourages research and the development of innovative solutions.
Its core objectives are to promote a secure, affordable, reliable, and clean energy development while supporting the implementation of the Paris Agreement and accelerating the transition towards low-carbon economies.
The strategic importance of the CECP is consistently reaffirmed through subsequent EU-India Summit declarations, including those of ****, ****, and more recently at 16th EU-India Summit in January ****.
Expertise France (EF) and GIZ are implementing the phase III of CECP through a Team Europe approach.




EF in its coordination role for the project is implementing technical activities in areas - (Output
3) Regional Connectivity, Electricity Market Integration and Smart Grids; (Output
4) Energy Efficiency; and (Output
5) Energy and Climate Diplomacy.

The overall objective of the Terms of Reference (ToR) is to mobilise international technical expertise to provide high-quality advisory and technical assistance, facilitate knowledge exchange, and support policy dialogue, business mobilisation and exchange between Indian and European stakeholders in the areas of smart grids and energy efficiency.
This ToR falls under the following outputs of CECP Phase-III.
