DAI is looking to recruit national expert: Expert n°4 – Railway Legal and Institutional Framework Expert
Integral objective:
The overall objective of the assignment is to strengthen Peru’s railway technical, regulatory, and institutional framework through the development of technical standards (infrastructure, signalling and safety systems) and strategic governance recommendations that contribute to the safe, efficient, and interoperable development of the railway sector.
The assignment will contribute to improving the enabling environment for future railway investments in line with national development objectives, international best practices, and quality infrastructure principles.
Specific objective
1. To support the strengthening of Peru’s railway technical framework through the review and development of harmonised railway standards (infrastructure, signalling and safety systems) and technical design manuals aligned with international best practices.
2.
To support the strengthening of Peru’s railway governance and regulatory framework through strategic recommendations and technical inputs related to the future Railway Transport Law and institutional coordination mechanisms.

Category II – 20 man-days
Qualifications and skills
- University degree in law, public administration, transport policy or related disciplines.
- Knowledge of legal frameworks, infrastructure regulation and public sector governance arrangements.
- Strong analytical, legal drafting and reporting skills.
- Fluency in English and Spanish, both written and spoken.
General professional experience
- At least 15 years of professional experience in commercial law, infrastructure regulation or public sector legal advisory services.
Specific professional experience
- At least 3 years of experience related to the preparation, review or analysis of infrastructure legislation or regulatory frameworks.
- At least 3 years of experience working with ministries, regulatory agencies or public institutions.
- At least 3 years of professional experience related to infrastructure regulatory frameworks.
- Knowledge of railway governance, infrastructure concessions or public-private participation frameworks will be considered an asset.
