Position Description
EnCompass LLC is seeking a Performance Monitoring Assistantfor The Monitoring, Evaluation, and Learning for Sustainability (MELS) Activity that EnCompass LLC and its partners are implementing in Peru.
Reporting to the Performance Monitoring Specialist, the Monitoring Assistant will assist in the planning and implementation of technical work focused on strengthening the MEL capacities of USAID partners and government institutions.
The Monitoring Assistant will lead the implementation of the internal MELS activity monitoring, evaluation and learning plan (AMELP) under the guidance of the Performance Monitoring Specialist.
The Monitoring Assistant will design and maintain MELS filing systems and databases,
will support data entry, and will support the development of reports as needed.
The Monitoring Assistant must be highly organized, detail-oriented, proactive, and able to handle multiple complex tasks simultaneously.
- MELS provides support to USAID / Peru in the design and development of evaluations and studies to improve the use of evidence and learning for decision making (Component 1);
- strengthens the monitoring, evaluation, and learning (MEL) capacities of USAID partners and government institutions to consolidate their monitoring and evaluation systems (Components 2 and 3);
and assists USAID and partners to improve collaboration, learning and knowledge management for sustainability (Component 4).
This is a full-time position based at EnCompass Lima, Peru office and requires having Peruvian residence or working permit.
Position Duties and Responsibilities
Essential functions :
Maintain the MELS monitoring, evaluation and learning plan (AMELP) under the supervision of the Performance Monitoring Specialist.
Tasks include :
Complete design and maintain MELS activity monitoring databases, in collaboration with the technical and operations areas of the project Support the establishment and implementation of data protocols for tracking, documenting, and storing data related to trainees / client / beneficiaries’ feedback Analyze and prepare M&E; reports Identify potential improvements to MELS activity given AMELP data
Support the design and implementation of MELS capacity strengthening activities related to indicator development, monitoring systems, data quality assessments, information storage systems, and others identified.
Tasks could include coordinating meetings and events, developing event materials, sharing notes
- Support MELS team in data entry and process, and reports elaboration when required
- Engage fully as a member of the USAID MELS staff team,
including participating in staff and client meetings and other events
Position Requirements
Academic Qualifications
Minimum bachelor's degree in social sciences or economic or related areas.
Experience and Skills
- Minimum of 3 years of experience implementing monitoring / follow-up activities of development programs and projects in Peru
- Demonstrated experience in developing and maintaining project monitoring systems, including developing indicators, collecting, and storing data, data, analysis, and reporting
- Proficiency in the use of Microsoft Office software : s Outlook, Word, Excel, and PowerPoint Ability to process complex excel databases required
- Professional writing skills in Spanish and English proficiency level 3 (*) required
- Highly organized with skills in planning, analysis, and project management
- Working experience in development projects a plus
- Authorization to work legally in Peru required
- S Able to speak the language with sufficient structural accuracy and vocabulary to participate effectively in most formal and informal conversations on practical, social, and professional topics.
R Able to read within a normal range of speed and with almost complete comprehension of a variety of authentic prose material on unfamiliar subjects.
